lasso_saml2_login_process_federation should set second response status adequately if consent is not obtained or federation is not found

Description

When federation failed, because consent was not obtained or when allowCreate is false, because a federation was not found, then we should set secondary status adequately. We should also reuse id-ff 1.2 status code.
